In Florida the state allows weddings to be performed by
persons other than ordained ministers and judges who
are formally trained to provide wedding services.
'Notaries' can take a short online course and perform ceremonies.
Some 'ministers' get their "papers" online by return email by universal
groups for a very small fee while others have gone through
the usual channels of lengthy training.
